hank you for your continuous support to CECID. In this issue of Update, we bring
you highlights of our accomplishments in the last six months. Our
ITF project, Project Phoenix, came to completion in March. Take a
quick review on the deliverables of Project Phoenix and their
deployment in real business setting in

the past 2 years. Our
consulting projects, Notifiable Infectious Disease Information
Messaging System (NIDIMS) for Department of Health and Vessel
Informational System (VIS) for Malaysia's Dagang Net, are two new
deployments of ebMail and Hermes. Besides, with the HKSARG
Information Technology Services Department, CECID co-organized
the Forum on e-Business Interoperability and Standardization on May
14. Find out more about the Forum under "What's Happened Around
CECID and What's Up" in this issue. Last but not least, we are glad
to introduce our Business Consultant, David Wong and two newly
joined staffs, Grace and Karen.

Project Phoenix
Review
Primarily funded by HKSARG Innovation and Technology Fund,
Project Phoenix was completed in March. With two years' effort put
in establishing an ebXML software infrastructure in Hong Kong, four
software deliverables were developed. They are ebMail, Hermes,
ebXML Registry/Repository (ebXMLrr) and TranXnet. CECID has donated
the source code of ebMail and Hermes to the ebXML development
community, FreebXML. Over several thousands of downloads from more
than 60 regions have been recorded since their release. These
deliverables have been deployed in five pilot as well as two
consulting projects. Among all, ebMail and Hermes are the two most
active development products in CECID. Our support and deployment
for our ebXML products and FreebXML will continue beyond the
completion of Project Phoenix.
The deployment case highlights for ebMail include, weather
forecast information collection for the Hong Kong Observatory,
Notifiable Infectious Disease Information Messaging System and
Import and Export License Application for Pharmaceutical Product
and Medicines for Department of Health HKSARG; and Vessal
Information System (VIS) for Dagang Net Technologies Sdn Bhd (DNT)
of Malaysian customs.
For Hermes, it has successfully demonstrated interoperability
with 15 other Asian ebXML Messaging Service products. Some
highlights of the deployment of Hermes include: an e-invoicing
system between MTR Corporation Ltd and Saggio Company Ltd; an
e-procurement system between HMV Hong Kong Ltd and Sony Music
Entertainment (Hong Kong) Ltd; and a dangerous goods manifest
processing system between Marine Department HKSARG, APL Co. Pte.
Ltd, and Orient Overseas Container Line (OOCL). It is worth
mentioning MTRC, HMV HK and Marine Department are all extending
their Hermes systems in production to other business partners of
theirs or outside Hong Kong.

CECID Logo
Revamp
| The logo for CECID has been revamped. The color scheme of the
logo is blue and orange to reflect CECID is a reliable but at the
same time an energetic organization. The icon is composed of the
characters "E" and "C" which stand for e-commerce. The design
concept embedded in the logo is that the orange dot symbolizes the
core of e-commerce, and CECID is leading e-commerce to a new
direction.

| Comparisons of Open Standards and Open
Source
"Open Source, Open Standards". It is of no surprise that you
come across these terms from time to time. Yet, many people seem to
think that open-source software offers the same advantages as open
standards. According to an article from CNET
Networks, open standards is in fact more critical than open
source, which helps ensure compatibility and choice.
Open standards are documents that outline agreed-upon
conventions to enable different programs to work together, along
with some means to ensure that they actually do--a process or set
of tests. With open standards, your company can pick and choose
among competing vendors and not be locked in to any one of them.
For open source, it simply means that the underlying software code
is available for inspection and modification. The best open-source
projects are the ones that actually amplify a standard, increasing
its acceptance in the marketplace and enhancing cross-platform
compatibility. You can have people and companies contributing code,
but that code doesn't necessarily become part of the mainstream. It
may simply end up in the individual company's products. Making the
source code open and available is good, but it doesn't necessarily
mean that everything the community produces will be compatible.
This is why open standards is important.

Notifiable Infectious Disease Information
Messaging System (NIDIMS) Project
The unprecedented SARS outbreak has caused tremendous burden to
the public health system during the spring of 2003. Special
attention has been paid to the surveillance mechanism between HKSAR
and neighboring regions. As a result, the Department of Health
(DH), HKSARG, invited CECID to set up a centralized and
standardized disease surveillance system based on XML and ebXML
technologies. The project, coined Notifiable Infectious Disease
Information Messaging System (NIDIMS), involves designing a set of
XML Schemas according to the W3C XML Schema Recommendation and the
XML Schema Design and Management Guide under the HKSARG
Interoperability Framework. These resulting Schemas are the
underlying architecture for the exchange of information on the 28
regulatory infectious diseases. Another objective of the project is
to develop a software application, the Notifiable Infectious
Disease Information Messaging System (NIDIMS) that supports
reliable and secure disease surveillance information collection.
The messaging framework is based on the ebXML Messaging Service
version 2.0 (ebMSv2) specification developed under OASIS.
Therefore, ebMail plugins and Hermes document processors for
information exchange will be deployed in the software. This system
not only brings enormous economic benefit to the Government and
Hong Kong in terms of reducing communication lead time and data
entry errors, but also improves the efficiency and effectiveness in
communication between DH and other healthcare service providers.
The expected completion of this project is summer 2004.
Dagang Net Technologies Sdn Bhd (DNT)
Project
This project is a collaboration work with Dagang Net
Technologies Sdn Bhd (DNT). Dagang Net is Malaysia's leading
e-commerce service provider in managing ports, logistics and
Customs-related e-transactions. The aim of this project is to adopt
ebMail in Malaysian Customs' Vessal Information System (VIS) to
enhance communication in customs declaration.
VIS is a web-based system, allowing port users to electronically
submit CUSREP (customs conveyance report) to request for a Ship
Call Number (SCN) and apply for a Berth Number (BN) from the Port
Operator. VIS aggregates all information required on Port Authority
and Shipping Agent, place of berth, vessel details, dangerous goods
indicator and cargo details. Information collected through VIS will
be routed for validation and cross-reference purposes against
Customs declaration.
The deployment of a light-weight client tool, ebMail on VIS,
enables SME shipping agents to prepare the documents offline,
providing added value to the existing system. VIS-ebMail System
provides port users with the ability to enter vessel details and
submit SCN request and BN application in an user-friendly
interface. The system also allows port operators to assign SCN,
Actual Time Arrival (ATA) and Actual Time Departure (ATD). All
requests will be stored into the backend system for record and
analysis.

Spherion Technology Uses Hermes with
Large Australian Telco
CECID is pleased to announce that our open source ebXML message
service handler, Hermes, has been deployed in a B2B e-procurement
system by Spherion Technology Solution (STS), a large business and
technology consulting firm in Australia. STS adopted Hermes (based
on ebMS v2) to implement an e-procurement system for a division of
Spherion Asia Pacific, Spherion Education Solutions, and a large
Australian telecommunications company. The system is in production
and Spherion Education Solutions, an education/training service
provider, can now provide reliable and secure training course
procurement service to her telecom client cost-effectively.
With the new e-procurement system using ebXML messaging service,
the telecom company exchanges purchase orders, invoices and
remittance advice with Spherion ducation Solutions. Besides
exploiting the features of Hermes to achieve reliable electronic
document exchange, the PKI capacity of Hermes is being utilized in
this project to enhance transaction security and provide
non-repudiation support of the messages transacted.
Both STS and the telecom company are satisfied with the ebXML
production environment. The telecom company is now planning to
phase out the existing EDI e-procurement system to the new
ebXML-enabled system to handle all education service procurement.
With the surge of interest in open source software and ebXML
technology, STS expects Hermes to be engaged in more B2B system
development projects.

What's Happened Around CECID... and What's Up?
| Forum on e-Business Interoperability and Standardization

Co-organized by Information Technology Services Department (ITSD) of
the HKSAR Government and CECID, Forum on E-Business Interoperability and
Standardization aimed to demonstrate the importance of interoperability
and the benefits of standards and standardization to business, government
and society. More than 300 professionals from the government, private sector,
industry associations, public utilities, IT services providers and academia
participated in the forum on May 14 at HKU. They had a fruitful afternoon
gaining insights on the use of e-business standards around the world and how
Hong Kong should promote interoperability and standardization. |

We were very pleased to have Mr. Alan Wong, Director of Information
Technology Services, HKSAR Government and Prof. T.S. Ng, Dean of the
Faculty of Engineering, The University of Hong Kong to give the Opening
Speech. Several prominent international representatives in the field were
invited to share their views at the Forum.

Mr. Jon Bosak, Chair of OASIS' UBL
Technical Committee and the organizer and leader of the working group that
created XML, presented an overview of UBL and its impact. To many, Jon
is known as the FOX, "Father of XML", because of his contribution to the creation of XML. Mr. John Borras, Director
of Technology Policy, UK Office of the e-Envoy, Chair of eGovernment Technical
Committee in OASIS, Dr. David Brock, co-Founder of the Auto-ID Center,
provided a brief overview of the Auto-ID architecture and its fundamental information
components, and Hisanao Sugamata, Research Director of Electronic Commerce
Promotion Council of Japan, shared the development progress and adoption of
standards by government and industry in the UK and Japan. Moderated by Dr.
David Cheung, a panel comprised of local standards advocates and experts,
including Mr. Stephen Mak, Deputy Director of Information Technology Services,
HKSAR Government, Mr. K.K. Suen, Head of Standards & Technologies Division,
Hong Kong Article Numbering Association, Dr. C.K. Wong, Chief Executive Officer,
iASPEC Technologies Group, and Mr. Thomas Lee, Chief Technology Officer,
Center for E-Commerce Infrastructure Development, presented the use of
standards in Hong Kong and discussed how Hong Kong should promote standardization.

Who is...

David Wong, Business Consultant, is in charge of the commercialization activities of CECID. He supervises a team of technology consultants to provide knowledge-intensive and cutting-edge technology services to customers in both private and public sectors. David has extensive experience in the information technology for a wide range of industries, from banking operations, e-commerce application development, payment technology research and development to even horse racing operations.
David is a talkative person and loves to mix with people of different character and background. "Knowledgeable persons are everywhere! Yet, only when we interact with them, we can learn something from them." sums up his "inter-personal communication" philosophy. After all, continuous growth is the driving force for such philosophy.
David is a soccer fan. His favorite team is Arsenal. He is also fond of reading, basketball and table tennis.

Staff
As a progressive organization, CECID is constantly recruiting
talents to join. CECID expresses a very warm welcome to two of our
new staffs, Grace Ho and Karen Chan (Assistant Technology
Officers).
Graduated in 2002, Grace just joined the Technology Integration
Team in which it provides a good opportunity for her to meet
different people and offers lots of challenging experience. She has
many interests, such as playing dizi, swimming, hiking and learning
new languages. Yet, her most enjoying leisure activity is to meet
with her relatives during weekends, as her cousins are so
lovely!
Karen joined the Research and Development Team right after
graduation last year from the University of Sunderland. She enjoys
working with a group of cheerful and hard-working colleagues at
CECID. In her leisure time, she likes sports activities very much,
especially swimming and basketball. Karen likes music and doing
voluntary work as well.
